2018年3月1日起开始实施《2018年公司（修订）条例》公司备存重要控制人登记册（简称SCR），具体规定：所有在香港成立的公司都需要对重要控制人进行登记在册，登记在册事项内容必须建册并存于注册办事处地址或者香港指定地址，政府执法人员将随时进行查阅。
如未有履行上述责任，即属刑事罪行，有关公司及其每名责任人可各处第四级罚款（即25000元），如情况适用，另每日各处罚款700元。对于填写内容确保真实，虚假陈述即属犯罪，一经定罪，可处罚100,000-300,000元及监禁6个月至2年。（详情可参照政府网站）
